The Opportunity Cost of the Failed Cameroon Federation to the People of Southern Cameroons (Ambazonia)

Dear Ambazonians & Members of the International Community,

Last week, we talked to you about Dictator Paul Biya’s monologue in Quebec, the genesis of the status of Quebec as a French-speaking place within the bilingual French/English Canadian Federation. Canada is a beautiful country and a place where the obligation to serve the Canadian public in either French or English is an obligation on public officials and not ordinary citizens. Canada is not a place where public officials seek veneration or a place where one sub-culture seeks to dominate the other. To paraphrase LeMonde newspaper edition of January 24, 2017, Canada is not a place where the presidency itself distills a policy of “anneantissement culturel” to wipe off one colonial subculture and replace it with another colonial subculture through decrees and administrative measures. By going to Canada for a monologue, Mr. Biya hoped to steal another country’s clean robes to cover the rot he has created in his own country.

The war Mr Biya declared on Ambazonia in 2017 has been ON now for 5 years. In this period of utter destruction of our homeland, there has been:

No debate in the House of Assembly,

No debate in the Senate and

No debate in Cabinet, and

No debate on the State media.

Incidentally as Dictator Biya’s sycophants celebrate the 40th Anniversary of the killer-occupier of Ambazonia this week, Mr Biya himself is nowhere to be seen. May justice prevail in the mighty name of the Lord.

This ongoing war of Ambazonian Independence from LRC is a monopoly for Yaoundé career politicians and the presidency of France, subject to the December 26, 1959 Corporation Accords. The affirmation that Paris is involved arises naturally from the actions of institutions under the French State. For example, when our former President Julius Ayuk Tabe and his cabinet were illegally captured in Nigeria and illegally moved to Yaounde, it was the French press, owned by the Government of France which gave accurate information on the matter. We drew our own conclusions.

This week, we promised to talk about the opportunity cost of our failed federation with LRC, 1961 to present.

First of all, on behalf of your Interim Government led by Dr Samuel Sako, I want to extend a 21 Gun Salute to:

  1. All valiant Ambazonia Restoration Forces in the Home Front, those preparing for self-defense duties elsewhere and those in transit to the Home Front to protect Ambazonians from the state terrorists of LRC;
  2. To all Ambazonians everywhere and sympathizers in the Diaspora who continue to support the suffering people of Ambazonia at home. We of the Interim Government do not forget, will never forget and honor our brave people in these challenging times.

The subject of our presentation today is about the opportunity cost of the failed federation to the Ambazonian People. We as a people have incurred colossal costs in blood and material. This cost is painful and irreplaceable on the one hand. On the other hand, there are costs that are financial in nature and which could have fueled the economy of Ambazonia to great heights between 1961 and now.

Your Interim Government has uncovered trade data covering the period 1965 to 2021, on which we can make some key initial remarks subject to better data being uncovered. My team has been particularly keen to know how much money our failed federation earned from sales in the world market, how much of this money was diverted to the French Treasury in Paris under the deception called monetary corporation and how much money was remitted to our failed Cameroon federation. As you surely know, Ambazonia constitutes over 20% of the population. By right under the federal revenue sharing agreement of Premier John Ngu Foncha and President Ahidjo, the state of West Cameroon, now known as Ambazonia was entitled to 20% of the federal earnings of the federation.

In Article 6.1 of the Cooperation agreement executed December 26, 1959, however, LRC committed to relinquish 50% of her foreign income to France in a controversial program christened “monetary cooperation”.

Neither Premier EML Endeley, Premier JN Foncha, Premier AN Jua, Premier ST Muna or the West Cameroon House of Assembly signed any agreement with France to surrender part of its foreign income to Paris. Nevertheless, the state of France has been collecting 50% of the foreign earnings of the failed federation including revenue due to exports from Ambazonia. We are talking of sales of coffee, cocoa, timber, teas, rubber, bananas over 6 decades. This is in addition to petroleum production from the Rio del Rey estuary and gold extraction from Bafaka in Ndian county.

Dear Ambazonians, here are our findings for the failed Cameroon federation;

  • Foreign earnings grew from $190m in 1965 to $8.04 billion in 2021.
  • The gross foreign revenue between 1965 and 2021 is $185 billion
  • The 20% earnings due to Ambazonia therefore amount to $37 billion or 25 trillion FCFA.
  • Since 50% of these foreign earnings were captured by the French treasury, we reasonably believe that $18.5 billion due to Ambazonia resides in the French Treasury illegally as there is no enabling treaty.

Fellow Ambazonians, $18.5 or $20 billion inclusive of interest, is demonstrably what France has taken from Ambazonia. This colossal sum of money is more than twice greater than the resources needed to construct our roads, notably

  • The 4 lanes Inter-County Express motorway estimated at $2 billion. This dual highway is planned to run from Tiko through Mutengene, Buea, Muyuka, Kumba, Tombel, Nguti, Mamfe, Widikum, Batibo to Bamenda.
  • The 4-lane Atlantic Express Motorway estimated at $1 billion. The Atlantic Express Motorway is planned to run from Mutengene to Victoria, Bakingili to EkondoTiti.
  • The 4 lanes Amba Highlands Motorway to replace the ring road at a cost of $1 billion.

These infrastructure projects still leave a change of more than $15 billion. Well, our people who think a re-federation with LRC must understand the consequence of that illogical choice. In a re-federation, our people will subsidize a foreign country called LRC under France and 50% of our hard earnings go directly to France under colonial agreements in place between Paris and Yaoundé. France never colonized Ambazonia until her present efforts to enlarge Francafrique by annexing our country, which we resist fiercely.

Another complication of re-federation arises from perception as a hindrance to foreign investment in our Country. The more powerful economies of this world, including France are fierce competitors to each other. Since LRC surrenders 50% of her foreign revenue to France, there is no way for foreign countries to invest there and avoid appearing to subsidize their trade rival France. Talk about helping your rival France through the back door that LRC has created and sustained to this date. Our good people of Ambazonia thinking of re-federating with LRC need to come to their senses. The infrastructural projects I listed earlier barely touch on the lost opportunities that our people have lost.

At this time, your Interim Government is still researching and welcomes input from the public. Your Interim Government stands for a free sovereign state of Ambazonia, the 55th member state of the Africa Union. The will to get to Buea belongs to us all and is not an exclusive property of the Interim Government.
